Duplicate of a health authorisation
You hold a health authorisation and the copy issued to you has been lost, stolen, destroyed or made illegible. The duplicate reproduces what it says; it neither extends nor alters the right it reproduces. The fee is paid to the Treasury before filing, and the receipt is attached to the application.

Authorisation to open a private health facility
Opening a private surgery, clinic or polyclinic requires an authorisation from the ministry of health. The application is assessed after the premises have been visited by a panel of professionals from outside the administration, who report criterion by criterion. The decision remains the administration’s.

Authorisation to open a pharmacy
The number of pharmacies that may open is fixed for each health district. Applications are only admissible during an annual campaign, and they are ranked together when it closes, against a points table published before it opened. A share of the places is reserved for under-served districts.

Individual prospector’s card
The individual prospector’s card allows one Guinean natural person to prospect for mineral substances by artisanal methods, inside the prefecture it names. It counts as an artisanal reconnaissance authorisation: it lets you look, not work a site. To work one, an artisanal mining authorisation is what has to be obtained. The card is personal, valid for one year, and renewable.

Artisanal mining authorisation
An order of the Minister for Mines sets aside areas for artisanal mining and opens a limited number of plots in them — one hectare for diamond, half a hectare for gold. Applications are only admissible during the campaign open on the zone, and plots are allocated by ranking: meeting the conditions makes you eligible, and does not on its own get you a plot.

Permanent quarry exploitation authorisation
Confers the exclusive right to carry out, within its perimeter, all exploration and extraction of the quarry substances it names — sand, gravel, laterite, granite, limestone. It is issued by order of the Minister for Mines for two years, renewable in two-year periods. It is an assignable movable right over which a pledge can be taken.

Temporary quarry exploitation authorisation
Authorises, for six months at most and renewable once only, the taking of a set quantity of quarry substances from one site — typically a laterite or sand borrow pit for a works contract. Note: if working continues past that, the quarry becomes permanent as from the day it opened — retroactively, with everything that attaches to a permanent quarry.

Mining concession
Confers the exclusive right to carry out, within its perimeter and without limit of depth, all work to mine the deposits it is issued for. It is an immovable right, divisible, leasable and capable of carrying a mortgage. It is granted by decree in Council of Ministers for up to twenty-five years, renewable in periods of ten.

Industrial exploitation permit
Confers the exclusive right to reconnoitre, explore and mine, without limit of depth, the substances it is issued for, and to dispose of them freely. It is granted as of right, by decree in Council of Ministers, to the holder of a research permit who has met their obligations and whose application is filed at least three months before that permit expires. It runs for up to fifteen years, renewable in periods of five.

Approval of a mineral analysis laboratory
A laboratory assaying mineral substances on behalf of third parties has to be accredited. The application is assessed by a panel of experts from outside the administration, who visit the laboratory and deliver a reasoned report, criterion by criterion. The decision remains the administration’s.

Approval as a buying office or counter for precious substances
The approval allows a company to buy, hold, resell and export gold, diamonds and other precious materials produced in the country. Gold is exported exclusively through approved buying offices, diamonds and other gemstones through approved buying counters (article 60). It is issued by order of the Minister for Mines, on the proposal of the National Bureau of Expertise, for one renewable year.

Industrial research permit
Gives the exclusive right to explore, over a defined perimeter and without limit of depth, for the substance or substances it is issued for. It is granted for up to three years and renewable twice for two years. While it runs, its holder alone can obtain an exploitation permit or a concession over the deposits found inside it.

Semi-industrial research permit
Gives the exclusive right to explore, over a perimeter of at most sixteen square kilometres, for the substance or substances it is issued for. It is granted for up to two years and renewable once for one. It is reserved to Guineans, to companies wholly held by Guineans, and to nationals of countries granting reciprocity.

Reconnaissance authorisation
Allows reconnaissance work for indications of one or more mineral substances, over zones that are neither closed nor covered by another title for the same substance. It is granted for up to six months, renewable once. It confers no exclusive right and cannot be transferred.
